Built from two things your system already emails: the discharge sheet and the appointment confirmation. Where no confirmation follows the date a veterinarian wrote, the row appears. All five here are made up.

The supervising veterinarian “shall make all decisions relating to the diagnosis, treatment, management and future disposition of the animal patient.”

Whether an animal should come back is one of those decisions. So a row exists only where a veterinarian wrote it down, in the words they wrote, and the clerk is given no diagnosis to reason from.
What a person still does
No figure here. Nobody disinterested publishes how often an ordered recheck goes unbooked, so this page gives none. California’s rule is quoted; other states were not checked.

Why it cannot be switched off

Choosing which recommendation goes back in front of a client is a decision about that patient, and in California those are the supervising veterinarian’s. Other states were not checked. So the sheet is the product, and the send button is here to show there is no way around it.

What a person still does
Collects the signed consent and decides what the practice sends. Where one of your systems will not take a stop from outside, a person enters it there. The register names that system and keeps it open, counting the business days, until somebody marks it done.
Why you do not get the exemption

An animal is not a person, so your patients have no protected health information, so the health-care message exemption in the federal telephone rules is not yours to use. It belongs to a HIPAA “covered entity”, and for your patients you are not one.

One part is on hold. Until 31 January 2027 the FCC has waived the requirement that a stop sent in reply to one kind of message applies to every other kind from the same sender. The register does not wait for that date.

A registered veterinary technician shall not perform “diagnosis and prognosis of animal diseases” or “prescription of drugs, medicines, or appliances”.
The best-credentialed non-veterinarian in the building cannot do it, so no software can.

There is no such thing as pre-visit triage by a delegate. Not a nurse, not a receptionist, not a product.

A person practices veterinary medicine who “uses any words, letters, or titles in such connection or under such circumstances as to induce the belief that the person using them is engaged in the practice of veterinary medicine”. That use is “prima facie evidence of the intention”.
The name and the label on an AI in your building are inside that sentence.
